Dominica Signs Landmark Agreement to Modernize Electoral System

The Electoral Commission of Dominica has signed a major agreement with Belgian-based firm Semelex to implement a new voter identification system, marking a significant milestone in the country’s electoral reform process.
The agreement, valued at USD $1.28 million (EC $3.49 million), supports the introduction of advanced technology designed to strengthen the integrity, accuracy, and inclusivity of the electoral process.

The system includes biometric registration using facial recognition, mobile registration kits to reach remote communities, and the issuance of official elector ID cards.
Chairman of the Electoral Commission, Duncan Stowe, hailed the initiative as a bold step forward in Dominica’s democratic journey, emphasizing its role in enhancing transparency and preventing voter fraud. The upgrade follows the passage of three key electoral bills in Parliament earlier this year.
