Parliament Approves reintroduction of Highway Maintenance Levy Act

Parliament on Tuesday evening approved the Highway Maintenance Levy Act 2025 with minor amendments, paving the way for the reintroduction of the levy from October 1st next year. Finance Minister Dr. Irving McIntyre said the levy, which was removed in 2022 when global fuel prices spiked, is now necessary to support the government’s expanding investment in road infrastructure. The rates remain unchanged for private vehicles and motorcycles, while heavier commercial vehicles will see slight increases. During the debate, Opposition Senator Delbert Paris raised concerns about the impact of large capital projects and utility works on road conditions, urging better coordination and stronger planning to ensure citizens receive value for their contributions. With the bill now passed, the levy will again be collected alongside annual motor vehicle license fees, and non-payment will become an offense under the amended Vehicle and Road Traffic
